My Opinion: free education for primary school and junior high school is not very effective

In my opinion, the policy of free education for primary school and junior high school is not very effective. Because the policy does not guarantee the quality improvement of education.

Several years after the introduction of free school programs was lower support for parents / guardians, business / industry, and society in financing basic education. Where this runs counter to the principle that education is a shared responsibility between parents, government, and society.

In addition, the policy also makes access to information and guidelines on the management of low valued education financing, including the functions and benefits of financing to improve the quality of education. And community involvement in planning, deploy, and evaluation is also low.

During this financing basic education is still focused on the central government, whereas government involvement provincial / city / county assessed are lacking. Therefore, the impact on the pace and schedule of disbursement of financing from the government that does not comply with the education calendar. Finally, schools often found involving third parties for the smooth process of education.

Thus, there needs to be more operational redefinition of the free education policy, so that according to the needs of society and not for who is able to reduce participation in helping to finance education.

Then, access to financing sources of information that can be accessed by schools need to be socialized clearly. And, there should be harmony with the disbursement calendar education and increased participation of the provincial / district / city in education funding.

The use of free school should be very careful not to trap. Education requires a financing, where there should be ample opportunity, especially in the business / industry with a broad policy development model.
